Lloyd was a child of the Second World War, born in San Diego where his father was stationed after serving in the Solomon Islands. His father, Mons Teigen and mother, Eleanor, then returned to Montana. Lloyd graduated from Helena High School and Montana State University. He earned his PhD in Agricultural Economics from Michigan State University with advanced training in econometrics, mathematics and probability.
He had a two-year post-doctoral assignment (1973-75) at the U.S. Embassy in Seoul, Korea with the Korean Ministry of Agriculture and Forestry, teaching Korean officials how to conceptualize and estimate production, consumption, and resource relationships in their agricultural programs. This led to a computer simulation model for Koreans to use in policy and program analysis for domestic and international markets. From there (1975) Lloyd continued in Federal service, moving to Washington D.C. to join the Economic Research Service of the USDA. His research included measuring how Russian grain purchases affected American grain growers, livestock producers and the resulting effect on farm income and consumer prices in the U.S. He refined solution algorithms and scope of the Cross Commodity Forecasting System used by the USDA.
During that period, he was awarded a Legis Fellowship that provided an opportunity for him to learn how individual Congressional offices operate, and he assisted conservative Democratic Congressman Charles Stenholm of Texas who served on the House Agriculture and Budget committees.
In 2002 he returned to Helena “tired and re-tired,” to enjoy life more completely. He served in leadership roles for Toastmasters and the Republicans. His home was always the Teigen ranch and Lewistown where four generations of Teigens lived and worked. His family belonged to Zion Lutheran church in Lewistown.
Lloyd was preceded in death by his parents Mons and Eleanor Teigen of Helena and brother Mons Teigen of Boise, Idaho. He is survived by his daughter Larissa Thomas (Brian Thomas) of Lamoine, Maine, and sister Carla Teigen (Dan Skjonsberg) of Normandy Park, Washington. He will be greatly missed by his family and friend and loving partner, Joanne Anderson of Clancy. Services will be held January 13, 2024 at 2:00 at Zion Lutheran Church in Lewistown, Montana.
